When asked about what was going on, he indicated that he was happy to let Work Captain take charge, but was worried that it wasn't clear what needed to be done. He was afraid of being pushed to perform without a clear goal. Calmed him down by telling him that our current mission was just to explore and figure out what to do. That seemed to give him a clear mission and calm him down.
